Administration announces plan to help ease student loan problem

Student loans have become the top source of debt for Americans. Recently, that problem belonged to credit cards. Wednesday the Obama administration announced a brand new strategy to help ease that load. The initiative is one of several moves the president is making to boost the economy without the support of Congressional Republicans. Goal is change

Education Secretary Arne Duncan discussed the initiative with reporters on Tues:

“These are real savings that will help graduates get started in their careers. These changes could make a big difference in the lives of current college students and recent graduates as they enter one of toughest job markets in recent memory.”

Borrowers will be allowed to combine loans into one monthly payment including federally guaranteed student loans and direct loans. The initiative also makes it so student loan payments are capped at 10 percent of income. It is a drop from the 15 percent that already existed. Also, any unpaid portion of the loan, interest or principle, will be forgiven after 20 years. That term used to be longer. It was at 25 years.

Starts strategy next year

In January, the program will officially begin. The “Pay As You Earn” policy was signed last year into law and will be accelerated. The original law wasn’t intended to go into impact for another few years. The date was in 2014.This move started due to a petition on the White House website. This “We the People” website began a response. The petition, asking the White House to forgive student loans, was signed by more than 30,000 Americans. This is the first time a petition has warranted a response from the administration to the “We The People” section, which is new to the website.

'We cannot wait'

With this move, the administration is attempting to handle the down-turned economy. Congress doesn’t need to approve if it is an executive order. A statement was made by the White House. It said:

"The announcement is part of a series of executive actions to put Americans back to work and strengthen the economy, because we can't wait for congressional Republicans to act."

The $447 billion American Jobs Act that Obama is hoping to pass is still being blocked. The president announced this week that he also plans on requiring military veterans to be employed by community health centers and starting a program to help homeowners with large mortgage debt.

Considering the strategy a little bit more

But the brand new strategy will not benefit every student loan borrower who could use it. The only people that can use the plan are people who borrowed in or after the year of 2008. Further, to be eligible, consumers also need to take out a brand new loan in 2012. With the initiative, people who already have difficulties won’t be helped. They just have to deal with it.

Working class individuals do not have to pay

the new program won't change anything for working class individuals, according to Domestic Policy Council Director Melody Barnes. The administration has a plan to pay for the loans by encouraging consumers. This Direct Loan program should encourage several. These short term loan guarantees are intended to help jump-start United States biofuels. A new legislature may cut financing from the USDA. United States Department of Agriculture loan guarantees

The United States DOA is expected to offer four short-term loan guarantees to biofuel projects. The loan guarantees could be conditional while being called "section 9003 program". As proof the United States Department of Agriculture can create jobs, the 9003 program is being pushed a ton by USDA secretary Tom Vilsack. Biofuel firms in states like Texas would be able to do better with their companies with these guarantees.

Biofuel is where emergency funds are going

Though the USDA is trying to fund new biofuels projects with the section 9003 emergency funding, it is not yet certain. There may not be enough cash to guarantee all four loans though according to the Office of Management and Spending budget. The funding bills going through congress currently have the USDA guarantee program in them. The Department of Energy hopes to get them taken out. The Omnibus spending bill was definitely heading to have it at first. However, the financing was cut out of that budget.

What a USDA loan guarantee means

The USDA's loan guarantee program seeks to offer $10 in loan guarantees for each $1 of financing within the coffers. Should the four firms that are set to receive these loan guarantees default, the United States Department of Agriculture can be on the hook to paying back these loans. In a few weeks, republicans could be in control of Congress once again. There's a good chance they will make an effort to pull funding from any program like this. Several hundred jobs will no longer be created if this happens. This is because traditional banks and other lending sources probably will not be willing to fund the biofuels projects.

Nov. 16, 2009 (China Knowledge) - COFCO Dalian Rice Processing Ltd, a subsidiary of COFCO Group, China's largest food manufacturer and trader, over the weekend launched production at a rice processing plant in Dayaowan Port, Dalian, a key city in Liaoning Province, sources reported.

The new plant, which is the only rice processing facility COFCO Group has in northeastern China, has an annual processing capacity of 230,000 tons of rice.

COFCO Group plans to expand its capacity and is preparing to set up several rice processing plants in northeastern China where rice is grown, said Ning Gaoning, chairman of the firm, noting that Suihua and Shenyang would be good locations.

The Dalian plant increased COFCO Group's total annual rice processing capacity to 600,000 tons, including 220,000 tons in Jiangxi Province and 125,000 tons in Jiangsu Province.

Staff of COFCO Group have estimated that domestic rice sales will hit 300,000 tons in 2009 and said that strong demand led to the expansion.

Northeastern Chinese provinces Heilongjiang, Jilin and Liaoning are the largest domestic sources of rice in the country. Their combined output accounts for one fifth of the whole country's rice output and one fourth of the whole country's commodity grain output.

Jul. 21, 2009 (China Knowledge) - The second buying delegation from mainland China placed orders worth a combined US$750 million in Taipei, Yunlin and Tainan, far more than the anticipated amount of US$300 million.

During the five-day purchase tour, mainland and Taiwanese enterprises reached deals worth US$146 million. Additional purchases will amount to US$600 million next year.

The delegation this time mainly focused on food, drinks, garments and general merchandise. The number of participating enterprises amounted to 743, according to the Taipei World Trade Center.

The visit of the second buying delegation will enhance the mutual understanding on trade regulation and pave the way for long-term cooperation, said Men Xiaowei, a councilmember of the Association of Economy and Trade across Taiwan Straits.

Mainland China will send the third purchase delegation to Taiwan next month. It will focus on the chemical industry, electronics and automobiles.

Oct. 27, 2009 (China Knowledge) - Innolux Display Corp, a subsidiary of Taiwan-based Foxconn Technology Group, is expected to produce more than 1 million LCD TVs for Vizio Inc in 2010, the Economic Times reported yesterday, citing sources.

The Taiwan-based newspaper said Innolux next year will produce 19-inch and 22-inch LCD TVs for Vizio, a U.S. HDTV and consumer electronics company.

William Wang, CEO of Vizio, said shipments of LCD TVs are expected to reach 6 million units this year and 10 million units next year, according to the report.

Sources earlier reported that Innolux will increase its LCD TV capacity from the current 300,000 units to 800,000 units in 2010, and that sales of LCDs will account for 20% of the company's total revenue. It will also increase its monthly capacity for resistive and capacitive touch panels from 2 million 3.6-inch touch panels to 7 million in 2010.
